Full compliance by all regime members is neither the rule nor the exception. Full compliance could be found for the majority of regime elements explored. In single regimes where the majority of regime elements have been determined by compliance of all members, it became obvious that states did not fully conform with norms and rules existing in single regime elements. The frequency distribution on our ordinal scale concerning compliance behavior is not determined by strong differences between cases ending in 1998 or before. However, compared to regime elements which ended before 1998, more demanding norms and rules had to be fulfilled for achieving compliance in some of the regime elements which end in 1998. The expansion of membership which could be observed in many regimes during the 1980s and 1990s could lead us to assume that the emergence of compliance problems becomes more likely. These difficulties especially arise in connection with accession of members which lack capacities to implement the norms and rules of regimes effectively. Observed levels of compliance did not decrease, but environmental regimes were able to cope with the challenges arising for compliance from increasing membership and growing density and specificity of norms and rules. Some regimes have experienced a dynamic towards the achievement of improved levels of compliance as far as behavior of all regime members is concerned. Compliance problems are particularly relevant if important states in the issue area fail to meet regime requirements. Exploring the behavior of important states reveals that a relatively high level of compliance with regime rules can be found for these countries. But problems with compliance by important nations could also be observed in several regimes. In single cases like the ozone regime, developing countries like China or India made provision of financial and technological assistance a condition for their willingness to accede. Finally, it could be shown that states can have an advantage over other states when they can rely on experiences, capacities, or procedures during implementation which they gained partly as a result of integration in international governance systems or which result from high levels of socio-economic development.
